I've been giving the situation of Ayr County a lot of thought.

If we can't get many new level 1's to move to Ayr County in large numbers we have
to use another way to get our populations up, I suggest hiring foreign immigrants/workers
from different countries to keep our mines operating at maximum.

I thought what would a country or county do when they are faced with hardship
and lack of population to drive her towns.

I came up with asking foreign countries to come in and work in our mines, and resource areas.
Harvest and mine the resources which would improve goods for Ayr County to trade with.
Also give us money and by having a lot of different people here, they may even drop off some of their own
goods from overseas onto our markets.

I've ran it by a french leader in the France county of Brittany (Bretagne) she said it could be do able.
I said what would her county want in return for mining our mines and attending to resources such as wood.

She wanted a stake in the mining resources mined and Ayrs wood production.
As I'm not a mine superintendent, I don't know Ayr County numbers, obviously
how many people we'd need....of foreigners to mine our mines.
It might even increase our population levels them just been here, and they'd be earning us money at the sametime.

This French County has three, level 3 ports, so getting ships to Ayr County really isn't a problem.
Also if we do regular trades with these people. They may allow us to buy some level 3 ships to conduct future trades with them.
She also sounded like she could even fund all our sea ports making them level 2's.

I don't know whether to be optimistic or pessimistic but without trying such a venture down the track.
We shall never know the benefits or disadvantages.

Between Ayr County of Scotland and Brittany (Royal Duche) of France


Intent of Right of Passage by Sea



This treaty is to provide a means of Brittany (Royal Duche) of France, a
means to sail from its county and sail to Ayr Ports.

This is purely for Brittany Sea Captain's, to dock and drop off the
Brittany workers/passengers onto our shores, for Mine Labouring work.




Sea & Sailing Conditions:

1. France will set sail with her 50 to 100 workers in sailing ships, in
passenger ships of her own choosing.

2. To ensure safety of her passengers, a Warship will be added to the
fleet/armada and will protect France citizens in international or Ayr Waters.

2b. Should immediate sea assistance be required, Galloway County of
Scotland, if she so wishes may offer additional help or sea captains in
the ficinity may answer a SoS and will intervene on France and Ayr
County's behalf.

3. France will notify Ayr county when their ship, departs France, [french
port]and [french port(s)], and commence its journey to Ayr capital as its
direct "Port of call".

4. Upon Arrival or Completion of their work, Brittany workers will be at
Ayr Capital port, ready for boarding or drop off. (Brittany workers must
allow 1 day to walk to Ayr County on the 29th day a ship will return them
home to France)

5. It will drop off Brittany Citizens in the capital, and french ship will
pick-up her citizens within the 30 day mining/work period starts/ends.

6. Extra ship passengers: - only if (spare seating is available) As miners
get first right of passage home).

7. Forced Docking's - Ayr County has indicated Ayr Capital is our only
Port of Call its our level 2 - port our only port. Failure and docking
elsewhere will incur damage to French Captains ships, no reimbursement
will be given by Ayr County.

Intent of a Mining and Workers Labouring Treaty.



This treaty is to provide increased mining production and mineral resources sharing, it also hoped to develop future trades, in mining and co-operation between the two countries.


Mining Conditions & Quota

1. Brittany will bring XX to XXX workers to work in the Ayr County Mines.

2. The term Quota's is used to explain a set limit of amount of mining and wood produced within 29 day period it is also the duration of work required.
2b. Plus French Miners have one day to return to Ayr Capital for ship to pick French passengers up.

3. Quota maybe be increased or decreased depending on both parties requirements.

4. The Ayr County Mining Superintendent will inform Ayr Council on any progress made over each mining venture.

5. Ayr county mines produce: "X" amount of iron, wood, stone and gold.
Brittany county receives the proceeds of: "X" amount of iron, wood, stone and gold.

6. If quota is reached within 25 days, an additional bonus well be added
a 5% bonus to the mining reserve for both Ayr and Brittany county Mine stocks.


War or Threats:

Ayr Duke or Ayr Chancellor will contact the High Duke/Duchess County of Brittany and inform them of potential threat or attack.

Ayr County Laws:

If a French person breaks the law they are subject to Ayr County Laws. Will be punished accordingly.

Unforeseen circumstances & Indeminity

Whilst every effort is made to commit to all the terms on said treaty.
An unforeseen an event could closing or maintaing a mine, or if a mine collapses Ayr County will not reimburse France or pay out a compensation.
You accept the mines are in good working order and are safeworthy.

In the Event of Mine(s) Closure:

- the wood harvesting will be the secondary alternative, and will be harvested in the forest town of Muirkirk (Ayr County).

Termination of Treaty:

Both Ayr County Duke / High Esteemed Duke of Brittany either one can end the treaty but are asked to give 2 weeks notice.

I haven't shown this to anyone over in France.

So I just wondering if you all liked the concept and obvious it'll need work.
But wanted to know what you all thought about such treaties.

I thought if we had foreign people on our shores they'd need a right of passage to Ayr county.
Thought this would be best way.

Of course their would have to be condition with the Ayr county mines.
I've never had any dealings with mines, so I'd be looking for input there too as well.

County above opted out of the above treaties.

Worthwhile looking around, but unfortunately RK World is in decline, doubt that many would part with their own populations to feed an external countries Mines.
Unless Ayr offered them something substantial for them to bother doing it.
